THE WORK AHEADThe revival of Rome proceeds through ordered stages. Each phase builds upon the last, emphasizing continuity, law, and institutional stability.PHASE I — FOUNDATIONThe initial phase establishes the legal and structural basis of Neo Rome.- Assembly of a modern Roman civil code derived from Roman jurisprudence and the Corpus Juris Civilis
- Formation of foundational civic institutions
- Establishment of courts, procedures, and record-keeping
- Creation of a treasury and administrative framework
This phase defines the rules by which the civilization will operate.PHASE II — CITIZENSHIPFollowing legal codification, Neo Roman citizenship will open.- Publication of the Neo Roman Civic Charter
- Opening of citizenship enrollment
- Establishment of standing within the civilization
